It was a scandal in the German parliament. Two members of the Bundestag recently were not allowed to exercise their mandate. They were due to serve as clerks to the president of the Bundestag -- but because they weren't wearing ties, their services were no longer needed. We ask: is a tie a requirement? An age old culture clash has been revived.
