00:00The so-called Prison Decree, approved this week by the Italian Parliament, has triggered
00:07a heated political debate.
00:10An overall improvement of detention conditions, an increase in the number of prison staff
00:14and a much simplified procedure to access early release are some of the provisions of
00:19the new measure.
00:20Backers of the decree say it's the first time in years that the government has addressed
00:25the issue.
00:26It's a serious issue, the issue of overcrowding and suicide in prisons, which is being addressed
00:34for the first time after about 15 years of immobility and absolute silence from the governments
00:42of the left.
00:43There are two requirements, that of guaranteeing and that of security, which are well conjugated
00:48from our point of view with this decree.
00:54But according to the NGO Antigone, which carries out independent on-site monitoring activity
01:00with an overcrowding rate currently standing at 130% and 65 suicides so far this year,
01:08this latest measure won't be enough to solve the problem.
01:11It would have been negligent of any government not to intervene.
01:15The problem that has been chosen for political calculation is a non-structural intervention
01:22and an intervention that will substantially not change the situation, and indeed in some
01:26points largely disappointing, also compared to what could have been some expectations.
01:32It's like making a comparison, as if there are structural problems in a house, the house
01:39is collapsing, in this case the house is the penitentiary system, and instead of going
01:44to work on the foundations, you take care of changing the locks or modifying the front
01:51According to the Council of Europe's annual statistics on prison populations for 2023,
01:57Italy is among a few countries that suffer from severe overcrowding levels.
02:02From the United States and then in Europe, in general in the Western world, it has been
02:08decided that the criminal law and the penitentiary systems should take charge and solve problems
02:16that in reality have nothing to do with the criminal law and the penitentiary system,
02:20but which are first of all social problems, the issue of drug addiction, the issue of
02:25juvenile disorder, the issue of mental health, the issue of poverty.
02:29It will take a while before some of the provisions become effective.
02:33Meanwhile, in the summer months, imprisonment conditions worsen due to increased temperatures.
02:39Giorgia Orlandi for Euronews in Rome.
02:47Has the German government learned its lesson from North Stream 2?
02:52Apparently, yes.
02:54German Chancellor Olaf Scholz paid a surprise visit to Belgrade a few weeks ago to sign
02:59a major lithium mining deal with Serbian President Aleksandar Vucic in a bid to reduce the EU's
03:06dependency on China.
03:08Germany has ambitions to build 15 million electric vehicles by 2030 to keep its automobile
03:15industry afloat, which the German economy is largely dependent upon.
03:20But widespread protests are planned across Serbia this weekend, with more than half of
03:26the Serbian population rejecting plans to mine in the Idar Valley.
03:31These plans are not only controversial due to the environmental cost of mining, but also
03:37because of the politics.
03:38EU countries such as Austria, Portugal and the Czech Republic have large quantities of
03:44lithium in them.
03:45So it seems that the EU just wants to keep the dirty work outside of its own backyard.
03:51Liv Stroud in Berlin for Euronews.
03:59What started these right-wing protests?
04:02Misinformation surrounding the murder of three young girls.
04:05I won't shy away from calling it what it is.
04:08Far-right thuggery.
04:11Last night in towns and cities across the UK, though, thousands of anti-fascist protesters
04:18outnumbered right-wing groups.
04:21But the anti-immigrant sentiment has arguably been bubbling under the surface for many years.
04:27It led the Conservative government to propose plans to fly immigrants to migrant camps in
04:33Rwanda and to put them in barges like this one off the coast.
04:37The Labour government has now scrapped these policies, calling them gimmicks and a waste
04:42of taxpayer money.
04:44For now at least, those inside Number 10 will be extremely relieved that anti-fascist protests
04:49have helped quell recent racist unrest.
04:52But the new government now has to pick up the pieces after years of Conservative anti-immigration
04:57rhetoric and failed policies, which ultimately heightened tensions.
05:02All eyes will now be on the Prime Minister and how he chooses to navigate this political tightrope.
05:09There is a difference between responsible politicians and irresponsible politicians.
05:13Dr Nigel Fletcher is a former adviser to Prime Minister David Cameron and believes Labour
05:18must now do what the Conservatives couldn't and take meaningful action around migration.
05:24Labour not only have to solve it, but also solve it in a way that is markedly and demonstrably
05:30different in tone and substance to how the Conservative government were seeking to respond to it.
05:37Because if they continue with some of the rhetoric and some of the hardline policies that the
05:43previous government had, they will alienate parts of their own party.
05:48The UK government has recently announced plans for a new border security command to tackle
05:54human smuggling gangs.
05:56This reflects the broader European struggle with migration.
06:00As the political landscape evolves, the challenge is to implement effective, humane policies
06:06that appease both sides of the political spectrum.
06:09Luke Hanrahan, Euronews, London.
06:15Where there are tourists, there are pickpockets.
06:18This is also the case in Barcelona, where many visitors to the city end up leaving without
06:23a phone, wallet, passport or even all three.
06:27Some Spanish citizens say the police are doing too little to combat the issue, so they decided
06:32to take matters into their own hands.
06:54Guerrero says that in recent years the pickpocketing situation in Barcelona has become even worse,
07:00saying that both theft and violent robberies have increased exponentially.
07:23What we want to continue with this movement is to change the laws so that pickpocketers
07:28can't steal a wallet or a phone for free, because now they can't do anything.
07:32They can leave you without your passport, without your money, without your phone and nothing happens.
07:41In suburbs to the north and east of Paris, more than a quarter of the population live
07:46below the poverty line.
07:48But the suburbs also house Olympic stadiums and swimming pools.
07:52Residents are right on top of it all, but rarely go to the competitions themselves.
07:57The Olympic Village is located in the suburb of Saint-Denis.
08:01Thousands of apartments currently being used for athletes will soon be intended for residents,
08:06but the initial figure has decreased.
08:23Some suburbs are trying to bridge the gap between the poverty of their residents
08:27and the gold medals won just a few kilometres away.
08:35They're setting up fan zones which organise sports and activities
08:39and broadcast the games live, all for free.
08:52Protesters demonstrated outside the Bulgarian parliament to denounce
08:56a controversial legal amendment adopted the day before,
09:00which bans talk of LGBTQ plus and so-called non-traditional sexual choices in schools.
09:08Feminist LGBTQ plus and other rights groups organised the protest
09:13to call for a reversal of the amendment which bans what its supporters call
09:18LGBTQ plus propaganda in schools.
09:22On Wednesday, Bulgaria's parliament approved the amendment
09:25to the country's educational legislation.
09:28The amendment bans what it calls
