NSW Police Commissioner Mick Fuller has been speaking in Sydney about consent laws.

Mr Fuller says it is not a gendered issue. However, there are more victims who are women than women. We need to have a better understanding about the concept of consent. A number of the matters that we see, the victims are impaired and then consent is implied by the offender.
