MANILA - Waist-high floods are now affecting Sucat Road in Paranaque. ABS-CBN footage showed some people clinging on steel railings on the center island to go through the flood. Dump trucks are now being used as mode of transportation on Sucat Road. ABS-CBN Umagang Kay Ganda, August 20, 2013
