Colombia: FARC Arguments Against Plebiscite

FARC spokespersons have consistently argued that according to Colombia’s Constitution, the results of a plebiscite, or referendum, are not legally binding and that the government would not be required to fully implement the final agreement. Furthermore, such a solution gives Congress the power to block parts of the agreement. Finally, no consensus has been reached at the negotiations table over the best mechanism to make a final agreement effective.
