Can average Monsoon bring floods?

Half of the country is reeling under floods, as states like Assam, Odisha, Jammu and Kashmir, Uttarakhand, Gujarat and Himachal Pradesh. In Kashmir, Jhelum and various streams and rivulets are overflowing following incessant rains.
