In a few days, Germany's Constitutional Court in Karlsruhe is to rule on the legality of the European Stability Mechanism and fiscal pact. In parliament, Social Democrat Gustav Herzog voted for the multi-billion-euro bailout. Now he's on the road in his Kaiserslautern district, trying to explain to the voters why their tax money should go to help foreign countries rather than their own debt-ridden community.
