In your cPanel hosting screen select the File Manager under the Files section. VodaHost will upload a cgi script to the cgi-bin folder. Select the cgi-bin folder within your public_html folder. Select the link "Back to /home/abc123c/public_html/cgi-bin" to return to the File Manager page. The file you just uploaded is now present in the cgi-bin folder.
