For people who have outside jobs rain usually will call for a day off or doing something inside instead, but I guess with our current economy how it is it's not a deterrent to the workers at my apartment complex! By the way, this is not the first time they did this either. I caught them (not on video) doing the same thing a few weeks ago as well.
