Congress faces a shrinking Rajya Sabha footprint: No MPs in 17 states

The Congress’s tally in the Rajya Sabha was 33 at the end of March. While four members have already retired, nine more will retire in June and July. The party's representation will dip further after the forthcoming biennial elections to the Upper House, but more worrying for the party is the shrinking of its geographical footprint.
