Punto por punto: Centralized gun registration, ipinatigil ng SC

Punto por punto host Anthony Taberna discusses the decision of the Supreme Court stopping the Philippine National Police (PNP) from enforcing several provisions of the Republic Act No. 10591 (the Comprehensive Firearms and Ammunition Regulation Act of 2013). The SC has allowed the continuous processing of gun licenses in all PNP regional offices. RA 10591 centralizes all firearm applications and renewals at the PNP headquarters in Camp Crame. The high court also ordered the reinstatement of previously accredited drug testing and neuro-psych centers and medical clinics in the regions and the National Capital Region for purposes of firearms licensing requirements. The TRO also restrained the PNP from employing courier services for the delivery of approved firearms license cards, and from implementing the "waiver and consent" requirement for gun licensing and registration that allows the PNP to enter a gun applicant's residence for inspection. - Punto por Punto, Umagang Kay Ganda, 10 April 2014
